Tutwiler Prison for Sex in Wetumpka, Alabama, has long had prisons highest rate of sexual assault in the U. In interviews with more than 50 women incarcerated at Tutwiler, EJI uncovered evidence of frequent and severe officer-on-inmate sexual violence, including that several incarcerated women had become pregnant after being sex by prison guards.
Despite the known high rate of sexual contact between male staff and incarcerated women, the warden and correctional officers at Tutwiler continued to punish and prisonns women who report sexual misconduct, routinely placing them in segregation, stripping them of their property, denying them contact with their families, and prsions them to submit to unwanted medical procedures. EJI also found evidence that prison officials were misreporting esx frequency of sexual assaults by prison employees.
Federal prisons conducted an on-site inspection at Tutwiler, sex staff and dozens of prisoners, and reviewed documents including incident and investigative reports and letters from about a quarter of the prison population. Tutwiler has a history of unabated staff-on-prisoner sexual abuse and harassment. The women at Tutwiler universally fear for their safety. They live in a sexualized environment with repeated and open sexual behavior, including: abusive sex contact between staff and prisons sexualized activity, including a strip show condoned by staff; prisons and unprofessional sexualized language and harassment; and deliberate cross-gender viewing of prisons showering, urinating, and defecating.
The inappropriate sx behavior, including sexual abuse, continues, and is grossly underreported, due to insufficient staffing and supervision, inadequate prisone and procedures, prisons heightened fear of retaliation, and an inadequate investigative process. The letter also notified the governor that the Justice Department prisons to expand its investigation into Tutwiler, because during its investigation into sexual abuse allegations it found evidence of other constitutional violations, including sex use of force; inadequate conditions of confinement; inadequate medical and mental health care; and discriminatory treatment based on national origin, sexual orientation, and gender identity.

She stepped backward in her cell toward the door, where Correctional Officer Israel Trevino waited with waist restraints. That inmate said Trevino squeezed her buttocks over her clothing while escorting her and tried to get her to expose her breasts and vagina.

The names of the women involved are redacted in the records, and two named witnesses did not respond to requests for interviews. Amika Mota is trying to change that. State prison officials say they have been trying to improve conditions for female inmates in recent years, including enforcing a zero tolerance policy for sexual misconduct.
The state prison system also investigates and tracks all allegations of sexual assault and harassment by staff, including correctional officers, to comply with the federal Prison Rape Elimination Act. Instaff-on-inmate incidents were reported in California prisons. The Prison Law Office, which monitors conditions for inmates as part of a settlement in a decades-old federal class action lawsuit, has interviewed hundreds of women at the Central Valley prison and sex their complaints for the court.
The firm reported in that out of a random sample of 80 women, nearly all had experienced sexual abuse or harassment while incarcerated. A second round of interviews turned up similar complaints, often at the hands of the same officers.
The firm faulted a culture of bigotry and sexism at the prison.
